Alderman Traboulay spoke regarding animated Signs and spoke in favour of putting the definitions mentioned in the City Administrator's memorandum dated May 9th, 1980 into the by-law. Alderman Wright spoke against flashing signs being placed up and down Shaughnessy Street and referred to the Building & Protection Committee's report dated February 28th, 1980. Alderman Gates stated in his opinion businesses should be built on their reputation and not by the type of sign they have and also stated in a time of energy conservation everyone should be thinking of conservation. Alderman Ranger spoke against flashing signs and reviewed his reasons referring to the hazards to pedestrians and motorists. Alderman Traboulay then proposed, and with the consent of his seconder, Alderman Keryluk, later withdrew, a resolution that would have instructed the Clerk to prepare the necessary amending by-law so that the Sign By-law could have included in it the various definitions and other changes proposed by the City Administrator in his memorandum of May 9th, 1980. Mayor Laking then ruled, and so instructed, that the City Clerk prepare the amending by-law referred to by Alderman Traboulay in his withdrawn resolution. Alderman Ranger asked for an update on the proposed right turn lane on the Lougheed Highway turning onto Shavghnessy Street travelling south and Mayor Laking advised no further information has been received and he will be looking into this when he goes to Victoria. The City Clerk advised "Water Development Cost Charge By-law, 1979, No. 1657, Amendment By-law, 1980, No. 1748" is available for final reading.
