Eng., City Engineer Alan Saunderson, Reporter for first two items. - ITEM I Re: Industrial Area Drainage Study A’report from Associated Engineering Services Ltd. dealing with the industrial area drainage will have been circulated separately to members of Councii. “The attached report: to the Public Works: Committee from the City" Engineer summarizes the significant points made in the report. ‘The Engineer will be able to provide further information and answer any questions in Council. Although Council will no doubt want to study the report in more. detail and will have questions regarding the implementation of the report, there are two critical decisions which must be made as soon as possible. The first is that Council adopt the drainage concept given in the report so that the cests can be incorporated in a development cost charge and be made recoverable from development in the area. The second ts that Council authorize the Ministry of Highways to install an additional culvert across Broadway Street in conjunction with the first stage Mary Hill By-Pass construction. If this culvert is not installed as part of the present highway construction contract, the costs to the City would be considerably greater in the future. The report estimates the cost to be $16,000.00 and che provisional budget for 1980 includes funds sufficient for the construction of this culvert. The Committee recommends that Council adopt the drainage concept as outlined in the report and that the Ministry of Highways be authorized to install an additional culvert crossing Broadway Street and that the Engineer be instructed to prepare a development cost charge by-law for drainage and to prepare plans for the implementation of the drainage program. ITEM IT Re: Newspaper Recycling According to Council's instructions, the Committee studied the problems with the present newspaper recycling system in order to arrive at a solution that would be both economically sound from the taxpayers points of view and also would meet the City's ecological objectives.
