Peters, P.Eng., City Engineer ITEM I Re: vrainage on Kingsway West of the Coquitlam River This is for the information of Council, From time to time we have applications for building permits on properly zoned existing lots along Kingsway. A current example is at 2549 Kingsway. You are no doubt aware that there is no underground drainage system in this area. We also have no legal means to require a buiider to construct a storm sewer or to withhold the issue of a building permit because of a lack of storm sewer. In any case, it would be onerous on any one. development to construct a storm sewer far enough to reach a natural outfall since there is also no satis- factory ditch system in the area. Although there is a potential for flooding of existing and new buildings in this area in the event of a major storm, this potential exists whether or not new building permits are issued. We are therefore suggesting the use of rock pits as an interim drainage system which will at least be effective in draining the normal roof runoff from the average The purpose of cringing this to Council's attention is that fal does exist for flooding in a major storm and that sooner or later it would be desirable for the City to install a storm sewer system in this area. A Development Cost Charge Bylaw would be one way of recovering a portion of the costs of such a storm sewer although the recovery would not be very great because of the number of existing buildings already in the area. Alternatively, the construction of a storm sewer could be included in the Capital Works budget in some future year. We will be examing the cests and potential recovery more closely in the future and reporting to Council,
