EDITORIAL —S Rusk ‘peace’ rhubarb 3 the rising crescendo of murderous U.S. bombing over North Vietnam, in which the bombing of schools and the killing of school children has become a popular pas- time with the U.S. aggressors, a new tide of outraged world opinion is gathering momentum, In America itself the people are voicing their protest in ever increasing volume, To all this mounting indignation and horror the Johnson administration turns a deaf ear, Its oft declaredintent of peace if Hanoi would only respond now stands fully exposed for what it is worth, Some 42 nation, including Canada, through the media of the UN have recently demanded, “Stop the bombing of North Viet- nam”, Did it impress the power-= warhawks in Washington? Not so as anyone might na U.S, State Secretary Dean Rusk went on an inter-contin€fial TV hookupto repeat Washing- ton’s face-saving lies; that peace is now “upto Hanoi to decide” . . - “that North Vietnam and not the USA is responsible for the war in Vietnam,” etc, Rusk ommitted to mention (of course), that itis U.S, armed forces and their ddllar-bribed allies who are devastating, des- ecrating and destroying Vietnam, both North and South, and not the Vietnamese who are bombing America, In his arrogant and impudent chastisement ofthe UN member nations and the millions of peofles demanding an end to the bombing in Vietnam as a first essential step towards meaning- ful peace negotiations, Rusk again referred to “U.S, commit- ments to save Asia froin Communism” as an excuse for U.S, murder afid genocide in Vietnam, Almost the same words and exeuse as Hitler used to justify his devastation, murder and genocide twenty-eight years ago. Hence the Rusk pretentions at U.S, "honoring of commit- ments in Asia” is merely a crude form of Pentagon humbug in a futile -effort to cover up its crimes against the people of Vietnam and its total violation of all international law and accord, including the Geneva Conven..on for the peace and democratic unity of Vietnam, North and South, The great peace mobilization and its October 21 march on Washington, supplemented by world-wide demonstrations, in- cluding Canada, must serve to again demonstrate to the Wash- ington warhawks, that it is not “up to Hanoi to decide”, but up to Washington and its partners-in-crime to “Stopthe bomb- ing and get out of Vietnam” as the first and paramount condi- tion for meaningful peace negotiations, Hanoi has made this crystal clear on many occasions, Oc- tober 21 can drive home the message with still greater impact upon a war-mad cabal in Washington: “Stop the bombing” NOW! romensneen ott Tom McEWEN he current dialogue pro and con on French-Cana- dian aspirations for self-deter- mination and sovereign indepen- dence within a two-nation Cana- dian Confederation, or outside of it, should history so determine, leaves much to be desired, es- pecially in English-speaking Canada. So far this dialogue is largely confined to an upper-crust nega- tive opinion, expressed through the news media of the commercial press, TV, radio, etc, The labor movement in English-speaking Canada hasn’t even got into the debate, and the further away we are from Quebec, the’ more noticeable this silence, and the less interest shown, And of course by the same token, an easier prey to misleading anti- Quebec propaganda. In much of this misleading anti-Quebec bilge, the main fire is centered upon what is com- monly referred to as “Quebec seperatism”, well larded with hair-raising portents for Can- ada’s future if not stamped out. At the moment we are now pre- sumed to be “saved” from this bogey of “seperatism” by the Quebec Liberal convention last week, which managed with a well-oiled machine plus an un- stated number of phoney dele- gates to force the resignation of M, Rene Levesque, Minister of Resources and Welfare in the former Liberal Jean Lesage government, and outspoken ex- ponent for French-Canadian self- determination. (M, Levesque will be speaking in the QE Theatre, Vancouver on Nov. 5 at 8 p,m on “Canada and Vietnam”), One of the more recent argu- ments trotted out anent the “dis- astrous course” being followed by M, Levesque and others, is to the effect that if such a course is continued, domestic and for- eign capital investment, (and es- pecially foreign) will bypass Que- bec, or worse still, withdraw what is already invested in le bon Province, This, of course, is not the first time in history such arguments have been and are used to scare ~ people away from any and all thoughts about self-determina- tion, freedom and independence, Now we see this alleged “goose. ‘Odkeber 20:1947 PACIFIC TRIBUNE Page ‘2 Levesque to speak at cif) Vietnam medical aid rall Rene Levesque, former Que- bec Liberal cabinet member and leader of Quebec’s unofficial “quiet revolution”, will speak at RENE LEVESQUE NOV. 5 AT Q.E.T. a giant rally in Vancouver’s Queen Elizabeth Theatre in sup- port of the campaign for medical aid to Vietnam, The rally is being held Sunday, November 5th, at 8 p.m. The subject of Levesque’s speech will be “Canada and Viet- nam,” Another highlight at the rally, being sponsored by the Canadian Aid for Vietnam Civilians, will be the appearance of Eleanor: Collins, well-known radio and T.V. artist, who will sing Cana- dian and Vietnamese songs, Admission is free, but the sponsoring committee will ap- peal for a collection to provide medical aid for the civilians of Vietnam, especially the chil-_ dren, whose needs are escalat- ing as the war intensifies, Under Vancouver surgeon, Dr, Alan M, Inglis, the Committee _was formed early in 1966, 90) it has raised $41,525 tow centennial year objective dit 000, j ELEANOR coLUNy Canadian, The Vancouver Committee of the Communist Party of Canada will mark Canada’s Centennial and the 50th Anniversary of the October Revolution at a rally this month, Lionel Edwards, one of Can- ada’s leading Marsists, will lec- ture on the role of the working class in the hundred years of Canada’s development and the significance of the October Revolution to Canadians. The celebration will consist of a lecture-concert, Refresh- ments will be.served. It will be held Sunday, Octo- that lays the golden eggs” giving out with a loud honk, threaten- ing to cease “laying” until the Quebec rookery (a. very apt term) has been “stabilized” by a political climate conducive to continued “golden egg laying” which means, in other words, a government ready and willing (just as we have in B,C,), to put the resources, economy, and people on the line in hoc to big monopoly capital! At first glance the threat of foreign or domestic capital in- vestment taking flight appears as if it might portend “disaster” — but only at first glance. A little more study might show it up as a blessing in disguise. Today a growing number of Canadians in all walks of life would like to see U,S, capital investment in Canada — and the inevitable domination that flows from such investment, drastic- ally curtailed, since the price in terms of the surrender of Canada’s resources, economy and sovereignty is much too. high. So the sooner we boot this U.S, honking goose out of its “golden egg” rooking of Canada the better. And if this holds good for Canada, it also holds good for Quebec — in or out of Con- federation, * During the first years of the young Soviet Union, the “flight of foreign capital” was a com- mon phenonema — all in an ef- fort to destroy the economy, social system, and existance. of Soviet anniversary theme for City, B.C. rallies ber 29th at 8 p.m, atthe Hastings Auditorium, 828 East Hastings Street, * * OK The Fiftietn Anniversary ofthe First Socialist Revolution will also be commemorated inanum- ber of B,C, centres during November. : On Sunday, November 5th, a banquet will be held inthe Dream- land Hall in New Westminster under the joint membership of the Ukrainian organization and the Delta Regional Committee of the C,P.C, Tom McEwen, editor of the Pacific Tribune, will be the the Soviet people. Today, fifty years later, and many times in between, foreign capital invest- ment has literally bust-a-gut to get back in — even fora Socialist determined return on its invest- ment, With their enthusiastic vigor and determination to be master of their own destiny it is quite conceivable that the people of Quebec — yes the people of all Canada, might get along very splendidly without the aid of for- eign geese which lays one “golden egg” in their Canadian nesting ground — and extracts five or more in return for each one they Saye. Speaking of foreign and do- ‘ mestic capital investment, we have a fine example as of last week, The announced closing down of the Dominion Coal and Steel Company (DOSCO) in Nova Scotia, Over the past 40 years DOSCO has extracted fabulous profits out of the coal and steel of N.S.
