Prior to passage of the foregoing resolution, Alderman Ranger commented that the increase is due in part to hiring more clerical staff in order to relieve some of the R.C.M.P. members from office duty. Alderman Laking voted against the resolution. Prior to passage of the foregoing resolution, Alderman Laking requested that a motion be made to defer the former as he wished to introduce an amendment to the By-lai, and the following was proposed: Moved by Alderman Traboulay: Seconded by Alderman Keryluk: That the rules of order be waived by defering the motion on the floor so that Alderman Laking can be afforded an opportunity to present his case against the proposed "Council Indemnity By~law, 1975, No. 1362" with respect to the increase in the amount of the indemnity to be paid to the Aldermen in the year 1975. Prior to the question being called on the foregoing proposed resolution, Alderman Ranger advised he objected to this procedure as he felt he had made a proper motion, and His Worship the Mayor ruled that the original motion proposed by Alderman Ranger was in order. Alderman Laking stated he would accept the ruling of the Chair, but that he felt an increase in the area of between 12% and 124% for the Council would have been adequate; ’ however, Alderman Traboulay poiiited out this should have been debated when the matter was first being discussed. The City Clerk advised that a By-law to provide for the waiving of a portion of the sewer tax applied to property owned and occupied by a certain class of citizens sixty-five years of age or over was available for initial consideration.
