December 6th, 1976 City Administrator advised that at the moment the keeping of pigeons is not permitted in the City. Alderman Keryluk then pointed out that according to the Municipal Act, it is not possible to distinguish between racing and other breeds of pigeons. Alderman Traboulay commented that several neighbouring municipalities permit the keeping of pigeons, and suggested that the City's Solicitor examine their relevant By~laws. Alderman Mabbett pointed out that the City has grown very quickly during the last 10 years from a rural to an urban community, and that many citizens obviously feel this type of hobby is not compatible in a residential area. Mrs. DeVries then spoke in support of her husband's request, and advised that their two young sons are also deeply involved in sport of racing pigeons, which keeps them off the street and out of trouble. Mr. DeVries pointed out that pigeon racing is a fast-growing sport in the United Stated and Canada, and that it has been very popular in Europe and other parts of the world for many years. Two other unidentified members of the public gallery then spoke in support of Mr. DeVries' request; however, Alderman Keryluk reiterated his concern at the inability through the Municipal Act of being able to make a distinction between racing and other types of pigeons, and he proposed .the following motion: Moved by Alderman Keryluk: Seconded by Alderman Mabbett: That no By-law amendment be made to provide for the keeping of pigeons in the City of Port Coquitlam. Tabled. A discussion ensued, and Alderman Traboulay spoke in support of the application of Mr. DeVries to continue with his hobby and against the motion proposed as did Aldermen Thompson and Ranger. Mayor Campbell stated that while he agreed it would be unfortunate for Mr. DeVries to lose his hobby, the right of neighbouring residents to peace and quiet also must be considered. The following.motion was then proposed: Moved by Alderman Traboulay: Seconded by Alderman Ranger: That the foregoing proposed resolution stating that no By-law amend- ment be made to provide for the keeping of pigeons in the City be tabled for one month pending receipt of further information thereon.
