(bd) Every holder of a License to carry on the business of owning, Operating, or oaintaining one or ore vending machines shall: i. keep 2 notice affixed to each aachine stating hia neas, eddreas and telephone nusber, and fi. keep a current City Vending Machine License Sticker attached to each eachine owned, operated, or maintataed by hia. 16. 4o perssa shall, without first obtaining the permieston of tha Municipal Council of the City of Port Coquitian, carry on any soliciting fer charity upea any street within the City of Port Coquitlaa. . 1?, No person shall, without first obtaioing the express instructions from the owner or the occupier of the premises, attend upoo or canvasa any Tesidential premises for the purpose of sulicicing business that is in any way connected vith hore xepsira or altarations, 18. (&) Commencing on the 30th day of April, 1973, and on January let of each vear thereafter, all business licensee issued under this Sy-law ahail be gran- ted as ennual licenses; for each calendar year and for the renainder of tha year 197] the license fea shall be a sue equal to tvo~thirds of the annual business license fee prascrited in Schadule “A". From and Including the year 1974 the annual business license fee pra- actibed ia Schedule "A" shall be reduced by one-half in respect of a person who becozes Ifable to be licensed after the Jlat day of July in any year. No reductfon in the annual busistas License fee shall be aade on account of anv person ceasing to do business at eny particular time. {b) Subject to Section 437 B of the Act the period for a license in ree- pect of a theatre, tncluding drive-in theatr . t hell, t hall, wusic hall, opera house, rink, anusenent path or other Place of snusenent, entectainnent or exhibition, m.» be six months, three nontha or one day, aad the period requested absll be by uritten application -ver the signation of the applicant. (c} Subject to Section 457 B of the Act the period for a license vith respect to # circus, horee show, dog or a pony show, exhibition cr othsr itin- ereot show or entertainment, when held elaevhere than fo a licensed theatre or other Licensed place, shali bs one d -6- 19, Any person desiring to obtaia the transfer of eny Licence or & part interast in any License held under this By-law by any other person shall mike application in every meterial reapect the saue as that tequired to obdtaic a iicense under thie by~lav; snd the yowers, conditions, requirezents and procedure herein contained relating to the Granting and refusal of licences and appeala thereon shall apply to all such applications. 26. Any person vho purchases the interest or part of the interest of any person licensed undsr this By-law ia any business with rezpect of which « license has been issued under the provisions of this By-law, sha!l not carry on or continue such business without first having obtained « tranafer of licensa or a nev License pursuant to these preaents, and any person sc doing ehall be guilty of an affense and Mable to the penalties hereirafter set forth, 22, (a) No person shall change his place of buatness without firet obtainiag & transfer of his license in respect thereto and the particulars of such transfer chall be endoraed on the License by the License Inspector and any person changing his place of business without first obtaining cuch a transfer shall be guilty of an offence under this By-law and shell be Iiable to the penalties hereinafter set forth (>) Where the Lfcense fee for any profession, business, trade, occupation, calling, undertaking or thing Iicensed under this By-iaw, is based on the Gusber of persona engaged in the profeesion, business, trade, occupation, calling, underteking or thing, or the nusber of apatémente or rocas, or tn whatesever manner the license fee is based, no person shall change the nusder of persona engaged in the profeszion, business, trade, occupetion, calling, undertaking or thing, or the number of apartments of rooxs, or any other conditica upon which the eaid License fee ta based without first making an application in every material Trespect the sane as that required to obtsin a Hicenze ap set forth to Section 11 of this By-law and paying any additional license fea which eay be paysble under this By-law as a result of such changes; and the povere, conditions, requireneats and Procedures therein contained relating to the granting and refusal of $icaneses and Sppeals thereon, ehall apply to all such applications. 22. The fea payable in respect of acy transfer of Licanse fron one person Co another shall be five percent (5%) of the amount paid by the original licenace for the Mecense for the year in vhich the transfer is propozed to be made, provided, however, no such cransfer fee ohall be less than the eux of $1.90,
