Al 2 - The Terrace Standard, Wednesday, October 27, 1999 Kincolith road gets approval after environmental review FINAL ENGINEERING designs for a road ta connect the village of the Kincolith at the mouth of the Nass River are now going ahead following last week's environ- mental approval of the $30 million project. “We look forward to implementing the design in the new year,” said highways ministry official David Belford last week, The environmental approval by the federal and provin- cial governments caps a study on the impact'the 24km road will have on wildlife alongside the Nass River from Greenville to Kincolith, This road will connect with a 4km portion already built leading east of Kincolith by the Nisga’a a- owned Nisga’ a. The value of the project theoretically means it comes under a provincial policy requiring union-level wages and for workers on-the project to be members of con- struction unions, “But that could very well. be varied because of the in- volvement of the Nisga’a in the project. ‘The Nisga’ a will. want a -high degree of local hire and . job training, which is already part of the provincial po- ‘licy on.major road construction projects. Channel for spawning coho part of Nass Highway work NEARLY $200,000 has been spent on building spawning channels for coho and other fish as part of a 5km project to im- prove the road from Green- ville in the Nass Valley. “Coho are now spawn- ing in these artificial spawning channels,” said highways ministry official David Belford, “Coho were already there in ditches and this will improve rearing habi- tal,” he said. The new roadway raises the bed of the old road above the flood level of the Nass River, ending what had been an annual problem of washouts and closures. In all, .1,337 square meires of spawning chan- nels and habitat was cre- ated, It involved placing logs in the channels which will provide still areas for young fish when water flows over them and fences to kéep out beavers: The construction project was one of two this year started as part of a seven- year, $41 million plan to improve the highway lead- ing into the Nass Valley and in the valley itself, A second one, a major re-alignment of 4.6km just south of Lava Lake lead- ing into the valley an the Nisga’a Highway from Terrace, is proceeding as weather permits, said Bel- ford, Both projects are being phased down and road sur- faces prepared for winter maintenance. A third project, to re- place two bridges cast of Greenville, will start early next February when water levels are low and fish ac- tivity is minimal to reduce the impact on habitat.
