TO STAY ALIVE Railwest needs large contract VICTORIA (CP) Economic Development Minister Don Phillips unveiled a conditional scheme Tuesday designed to keep afloat the financially- troubled Railwest railcar manufacturing plant in Squamish. hillips told: the legislature that Canadian National Railways and CP Rail will call tenders ‘'very socn” for between 200 and 600 ballast cars and that the British’ Columbia gov- ernment will subsidize the Railwest bid to ensure it will be equal to the lowest received. The minister said, however, that even if the bid is won the plant, employing 260 persons, will have to close for an undetermined length of time beginning Aug. 14 to enable receipt of materials. Phillips told reporters that a 200-car order would keep 160 persons at the plant at work until February, 1978, Railwest is a subsidiary of the provincially-owned B.C. - Railway. Phillips said federal ‘transport minister Otto Lang met on Monday with CNE and CP Rail officials . and that procincial officials will meet with them soon to tell them of the plan. “This government is prepared to go a long way to see that that order \is obtained,” Phillips told the legislature. - But Gary Lauk (NDP— Vancouver Centre), the former. economic development minister, told reporters that ‘‘we shouldn’t . hold out any false hopes” to the Railwest workers. +RUST SHOWBOATING 8 Lauk said the order is not PUBLIC SERVANTS Wolfe deflects numbers game VICTORIA (CP) — An ill- fated attempt by Liberal leader Gordon Gibson to find out how many civil servants there are in British Columbia led Tuesday to a short-lived confrontation in the legislature betwden ‘opposition and government benches. Gibson said he had been unable to obtain the information through the “Public Service Commission and had been told that he should ask the minister responsible, ; ’ The Liberal leader asked Finance. Minister Evan Wolfe why this was necessary, especially in light of the fact that the fig- ures used to be published until 1976, Wolfe replied that there had been a_ shift in responsibility for handlin the figures, but promise ‘“he information will be. published.”’ The minister then told Gibson that the best way to get the information was to put a formal question on the daily order paper and then it would surely be answered. At that, Opposition leader Dave Barrett rose and told Wolfe that Eileen Dailly (NDP—Burnaby North) had put such a question on the order paper in February; and there was still no answer. Wolfe did not reply. In fact, the question has been on the order paper since midgJanuary when the warrent seawion ab tha jephelature iirst depull, There are 32.663 members of the. B.C. Government Employees Union, plus: an undetermined number of licenced professionals, registered nurses, persons appointed by order-in- council and management personnel, — One government source said the total number was about 34,000. INFORMATION DIFFICULT A check by The Canadian Press showed that the information was hard to come by. ; A telephone call to the Public Service Commission (PSC) was transferred once within the department before being transferred to the Treasury Board. Once at the board, two more ersongs were contacted before it was suggested that the Gov- ernment Employee Relations Bureau (GERB) might have the information. A GERB spokesman sug- gested that the PSC be con- facted for the information but when informed they had been previously contac! the spokesman managed to obtain the partial figures, and suggested that another GERB official might have the full facts. in the bag and th: t Phillips’ recent trip to C tawa was little more than showbeating. ie also chastized the m nister for failing to et any government hel for the plant. In makin | the announcement o: the plan, Phillips said that 1 source in the federal gover ment told him that Ottawa 1 1d warned the previous 1 DP gov- ernment in B.C, 1 ot to build the plant. However, Laik flatly denied such a wi ‘ning was ever issued, a ding the federal govern aen did warn againft. ge‘ng ahead with three suk :equently successful ven ares—the Royal Hudson :xcursion . train, the Princess Marguerite, ferry and the urchase of Canadian Cellu- ose, Phillips told re orters the government wil consider other options to keep the plant going. He said the g.vernment will conduct a reveew of a situation which sees BCR leasing railcars irom other sources instead of buying them from Railwest. As well,-the minister said the government i looking at a plan in whicr the B.C. Development Corp. would buy railcars from Railwest- and then lease them to BCR. Phillips alo: said “development of coal reserves in nort east B.C. could lead to a gr :ater need for railcars. © Libera! leader Gordon’ Gibson said he didn't mind at all the government's course of actin, while Progressive Cc sservative leader Scott Wall: cesaid he was very glad to' ear of the plans, — SOCREDS MISSE)) THE BOAT VICTORIA (°P) British Columbi.
