The tragedy of the whole thing is that not only
the people of the Arab countries but also the
people of Israel in the long run are not going to
be helped by actions which will continue to exa-
cerbate the tension in the area.

There is really a great divergence in the in-
terests of the United States and Israel as to what
should be the course in the Middle East, although
the present govrnment in Israel, in playing the
American game, tries very hard to cover the truth.

Only the U.S. benefits from the anti-Arab posi-
tion of Israel, from having a government in the
Middle East on whom they can “rely” in attacks
upon the national liberation movement of the
Arab people.

The security of the borders of Israel won’t come
from acquiring more territory, from incorporating
the whole city of Jerusalem into one city, from
reliance on the U.S. navy. It can only come by
governmental policies of peace with the Arab
states, of non-interference, and even of support
to the struggle of the Arab people for a control
of their own affairs, freed from the shackles of,
governments that have been in the service of the

world oil monopolies.

How can one sensibly talk of the Arabs ending
belligerency when Israli troops are on their lands?
The seeds of future conflict are planted when one
talks of access to the Gulf of Aquaba at the point
of a gun.

Canada’s representative on the question of the
Middle East as on Vietnam essentially stooged for
the policy of the U.S. There will be no Nobel prize
for any Canadian out of this effort! (There are
those who are still doubtful about its previous
validity.) Its up to the Canadian people to get
the needed changes in their government’s Policy.

There doesn’t seem to be much possibility of
peace in the Middle East on anything but a short
term basis either. And for this the U.S. and its
so-called allies in the UN are responsible. The

' refusal of the UN to pass the resolution for the

pullback of Israeli troops can only be regarded in
Egypt, Syria, Jordan, and the other Arab coun-
tries as support for the proposition that to the-
victors go the spoils. _

But the spoils for Israel will not be more land,
not more security but the piling up of all the in-
gredients for a future explosion.

Calling: for a pullback of Israeli troops is not
pro-Arab and anti-Israel, it is the only way ahead
to peace in the Middle East and the security and
rights of self-determination for all the states in
that area.

Some reflections

as a first step, in the interest of
peace in the Middle East and in
the world, and as a warning to
all would-be aggressors, that ag-
gression should be condemned
and territories conquered by the
sword must be returned to the
victims of aggression before
other questions could be settled
through negotiations.

Johnson, dealing with the Mid-
dle East, repeated the phrases
about ‘“‘the independence and in-
tegrity of all states in the Middle
East,” but said nothing about the
unconditional withdrawal of Is-
rael from conquered Arab terri-
tory. How do you protect and
defend the independence and in-
tegrity of the state in South
East Asia or Latin America? Is
this Johnson’s conception of
peace? The Israeli war hawks
are emulating Johnson. Talk

_ peace and make war; accuse the

victims of aggression of being
guilty of aggression and call
your aggressive acts “self-de-
fense.”

It is very difficult and embar-
rassing for President Johnson to
call for the immediate withdraw-
al of Israeli armed forces from
conquered Arab territories when
his armed forces are occupying
and carrying on a war of aggres-
sion in Vietnam. But, apart from
any embarrassment, U.S. imper-
ialism is behind the scenes urg-
ing Israel to hold on to the con-
quered territories because it
serves its imperialist oil and
strategic interests in the Middle
East. .

If one examines interests,
roles, aims and policies of the
U.S.A. and the Soviet Union in
the Middle East, or in any other
part of the world, one can see
how ridiculous it is to reduce
it to “power politics,” as if you
were dealing w:th the conflict of
imperialist interests between the
USA and France, for example.
The Soviet Union has no invest-
ments in Middle East oil. It does
not require the Middle East oil,
it has ample oil in its country.
The .U.S. has .about, two. billion
dollars invested in Middle East

Oil. The Soviet Union has no
military bases in any of the Arab
countries; the U.S. and Great
Britain maintain military bases
in the Arab world. We should
remember the role of the USA
in Iran and Lebanon only a few
years ago. In both cases it smell-
ed oil and opposition to national
independence.

The Soviet Union is on the
side of those who are fighting
for national and social libera-
tion. The USA is on the side of
the monarchs, the sheiks, the
feudalists, the opponents of na-
tional liberation. The Soviet
Union is for stability and peace
in the area. The USA is for con-
flict and turmoil in the area, a
policy of divide and rule. The
CIA has for years financed the
most reactionary forces in the
Arab world, fanning anti-Israeli
hatred and has spent millions in
Israe] fanning anti-Arab hatred.

Before any well-meaning peo-
ple allow themselves to be
drawn into the web of an-
ti-Sovietism; before anyone falls
for the propaganda that the

they should look at the facts
and, above all, have a good look
at the malicious attempts to
place the Union of Soviet So-
cialist Republics and U.S. im-

perialism, the self appointed
gendarme of the world, in one
camp. The Soviet Union is forth-
rightly on the side of the na-
tional liberation movement of
the Arab people, the Asian,
African and Latin American
people. The Soviet Union is by
the same token the greatest
friend of the Jewish people. It
is German imperialism which
embarked on the brutal destruc-
tion of the Jewish people. The
Soviet Union opposes the anti-
national policy of the leading
circles in Israel as it opposes
the reactionary forces in the
Arab world which endanger the
security of Israel and the na-
tional and social aspirations of
the Arab people. The Soviet
Union is the greatest anti-
imperialist force of our time,
and thus the greatest bulwark
for world peace. The USA is
the most powerful imperialist
power of our time and thus the
