DISCUSSION: The proposed development generally complies with the provisions of the RM—4 zone and the general guidelines in the Official Community Plan for Development Permit Area VI. _ The indoor and outdoor recreation areas have been provided in accordance with the zoning requirements. The front yard setback has been reduced in compliance with the design guidelines in the 0.C.P. The project requires a minor relaxation of site coverage and rear yard setback in order to accommodate the buiiding design. There is also a parking deficiency of one parking stall. A variance of 4 feet is being requested for the height of the building. The height relaxation can be supported as the fourth floor has been recessed from the street to reduce its impact on the streetscape. Approval of this. application will permit the development of a small apartment building in the Downtown Apartment Area.
