Eng., City Engineer SUBJECT: Walkway at 1309 Eastern Drive - Public Works Committee - July 8, 1986 Recommendation: That the City Install bicycle baffles and a curb on the walkway adjacent to 1309 Eastern Drive and that the approximate cost of $1,000.00 be taken from the unallocated funds In the Public Works Budget. Background and Comments: The walkway which runs between Western Place and Eastern Drive has a relatively steep slope. It is apparently used by children on Skateboards and bicycles as a recreationa!l facility. Because of the Slope they are able to speed down the walkway, Jump the curb, and continue on down Elinor Crescent. This Ts a very hazardous maneuver as the children may well be out of control and certainly would not be able to stop ff a vehicle was approaching. Orivers are also unable to see the children In time due to the speed at which they enter the road. The usual! solution to this problem would be a bicycle baffle Installed at the bottom end of the Walkway. tn this case, because the walkway Is not fenced, a baffle by itself would not solve the problem as they would bypass the baffie and cross the neighbours driveway. Therefore the recommendation from the Public Works Committee Includes the Installation of a vertical curb along the north side of the walkway which would prevent the chiidren from bypassing the baffles.
