Resolutions to U.B.C.M, Convention The Environmental Sub Committee recommend to Council that the following two resolutions be forwarded to the Lower Mainland Municipal Association for endorsement and henceto the U.B.C.M. office for submission to the 1973 convention. (1) Maximum Fines By-law Offences-Whereas the maximum fine permitted under the provisions of the Summary Convictions Act is $500.00 and whereas any offences, for example, pollution offences, are sometimes of major proportions and whereas the only penalty available at the present time is under the Summary Convictions Act. Therefore be it resolved that the Province of British Columbia be requested to amend either the Summary Convictions Act or the Municipal Act in order that municipalities may be able te stipulate a fine of not more than $1,000.00 and that a clear declaration be made that each day an offence continues constitutes @ new and separate offence or alternatively, that specific legislation be enacted to enable municipalities to levy a higher fine for pollution or environmental offences. (2) Flood Control Costs-Whereas flood control continues to be a problem in many low lying areas in B.C. and whereas the dyking of rivers as a flood control measure is preferable to the alternative of constructing large dams on major rivers as a method of flood control as the latter has a detrimental affect on fish and wildlife and whereas adequate financing of flood control measures is beyond the financial capability of municipalities. Therefore be it resolved that the Provincial and Federal Government be urged to immediately ecbark on a program of dyke construction and rehabilitation with the full cost of this program being shared at the Federal and Provincial Government level. ve e/2
