Eng.; City Engineer SUBJECT: Barricade at Tyner and Kingsway Intersection - Public Works Committee, January 4th, 1983 RECOMMENDATION: That no further barricades be installed.at the intersection of Tyner and Kingsway. : BACKGROUND AND COMMENTS: A previous similar recommendation from the Public Works Committee was referred back to the Committee by Council at the request of Alderman Mabbett. Alderman Mabbett felt that it would be possible to Provide a much stronger barricade at the location. in question which would completely eliminate the possihility of vehicles ever getting through the barricade anto the sidewalk. ; . It is theoretically possible ta provide such a barricade. However, it may not be the wisest solution. The severity of injuries in an accident ia often related to the method of reducing the energy of impact. If the energy is reduced instantaneously by a solid wall then the accident is very severe whereas if the energy is reduced gradually by having some spring in the barricade, the injuries are legs severe. This is the reason that current cars are designed to crush cn impact rather than resisting an impact. , Balanced against ihe desire to reduce injuries to the occupants of the vehicle would be the possibility of injury to somebody using the sidewalk. All the accidents so far have taken place very. late at. night, usually after midnight. The chances of a Senior Citizen or anyone else being on the sidewalk at that time of night are almost negligible.
