I am sorry that we cannot send you 4 complete set of regulations as we are now awaiting reprinting of the act and regulations from the Queen's Printer, However, I have attached a photocopy of Regulation 17, Subsection 2 which deals with "Bb" Licences which setsout the operation of dining lounge establishments. A holding bar, which is what the Casa Roma Restaurant is request— ing, may be 25% of the total seating in the dining lounge area, However, they may not exceed 20 seats. While I have not checked the seating in the Casa Roma Restaurant, he was aware that he is allowed only 25% which could very well be 35 seats. Liquor may be sold without meals in the holding bar area. It may be sold to people coming off the street and having alcoholic re- freshments and then leaving without purchasing a meal. As you can see, minors may be allowed in this area if they are accompan— ied with their parents. The holding bar can only operate while the dining lounge is Open and liquor sold during the same hours as they are permitted to be sold in the dining lounge.
