Present were Chairman Alderman S.M. Leggatt, Alderman RLM. Heffelfinger, Dr. Munroe, Miss Sandra McKenzie and Mr. Len Hiebert from the Simon Fraser Health Unit, Mrs. DeHaan from the Social Welfare Department, Nick Chernoff and L.D. Pollock from the City Staff. i. Welfare Policy: Mrs. DeHaan reported to the Committee on the effect of the City implementing the policy of cutting off all single employable wel- fare recipients for the summer months. ‘Ten recipients were removed from the welfare rolls in July. Oré recipient was subsequently returned to welfare as it was discovered that he did qualify under the terms of the Council's directive and therefore continued on welfare. Of the remaining nine, files have been closed on six (three have defintitely returned to work, one has returned to live with his family and two have left the area) none of the nine mentioned above re~- turned to welfare and the department has had no request. from any other munici- pality in the province for the individual files on these recipients. Mrs. DeHaan felt that this policy did have the desired effect and was beneficial. Mrs. DeHaan also reported on the programme carried out by the Social Welfare Department called project "Zoom". This experiment was carried cut with ten welfare recipients over a twelve week period during which the recipients met for one hour a day to discuss their mutual problems in an effort to assist in notivating these people to becone self-supporting. As a result of the pro- &rarme, five of the original ten are now gainfully employed and the department &re encouraged by the results. Some of the techniques developed during this "Zoom" programne are now being used by the Welfare Workers during the course of their interviewing and the techniques have resulted in obtaining enployment for a number of welfare recipients.
