The seven page brief, ‘‘The Case Against Casino Gambling for British Columbia’, written by Howard Biddulph hand en- dorsed by the District of Saanich went into much more detail on the negative social aspects of gambling. _« Quoting from a U.S. Dept. of Justice report, Biddulph wrote, **The State of Nevada ranks first among all states in per capita crime. The three cities with the highest reported crimes per ‘capita in the U.S. are: (1) Atlan- tic City, (2) Miami, and (3) Las Vegas.” Biddulph also pointed out that there was a gambling ‘related financial burden to the host community. He said that in - American cities where gambling has been legalized expenditures for public safety, municipal im- provements to support the in- dustry, social welfare expen- ditures to help compulsive gamblers and their families, and staffing, regulatory and monitoring agencies had all in- creased dramatically. Some had quadrupled in only three years, At the same time, Biddulph added that there was no decrease in unemployment, housing costs had soared to ‘‘crisis’’ propor- tions and the cost of ‘‘elderly benefits”’ had risen sharply due to inflated living costs.
