Mr. Fox, solicitor- general of Canada told the coun- try that the offices of a left wing news agency and of some political parties were raided and names of members seized. He told the country of the surveillance of in- dividuals, the interception of mail, the burning of a barn, the stealing of dynamite. In the last - few days, the country was further informed by Mr. Fox that a fake communique was issued by the RCMP in the name of the Front de Libération du Québec which cal- led upon the people of Quebec to. rise in armed revolt. According to Mr. Fox these il- legal actions were committed by -the Security Planning and Analysis Branch of the RCMP. He has further informed the coun- try that these are the last of a series of such illegalities. Frank- It has been reported that all the : : ‘above activities were carried out in the name of national security. F This raises a number of questions which your Commission must of necessity give thought to — what constitutes a threat to Canada’s security? What is a subversive act? What constitutes a security risk? What is legitimate political dissent? - 2 What is a Security Risk? According to the Security Branch. of the RCMP any. move-. ment which opposes the status quo and which, in one way or another, advocates social change, is a security risk, a threat to Canada’s security. Otherwise, why would trade unions, the farm movement, the Indian move- ment, social. reform movements, the national movement in French Canada, be under investigation and labelled security risks? It is interesting to note that in- sofar as the Security Branch of the RCMPis concerned, this label of ‘‘security risk”’ is never applied to the. Establishment or any member ofit, to the multi-national corporations, or to the racists and the pro-fascists. Nor is this accidental. In point of fact the Security Branch of the RCMP has been holding briefing meetings with industrialists to draw their attention to what are considered dangerous organizations. The Globe and Mail reported that - labor groups and their traditional political affiliate, the New Dem- - + and tranemitter as they were found in the wail and baseboard. s were imbedded in baseboards and suspended in ceilings in nine and amplifier set. They were usually, but not always, found of the RCMP. This link up be- tween the RCMP and the corpora- tions in Canada shows what is the real intent of the SecurityBranch. It has very little to do with the security of Canada but very much to do with maintaining the status quo. This paranoia and right-wing at- titude must be a cause for concern by all democratic Canadians. It is a matter of public concern when the RCMP hierarchy and the Sec- urity Branch take upon them- selves the right to decide whether a political party is legitimate, to ‘decide what opinions Canadians may hold or espouse. The impli- _cations of the illegal actions of the Security Branch of the RCMP are far-reaching. They illustrate how dangerously far they have taken Canada towards an authoritarian state in the name: of alleged threats to national security, and how necessary it is to reverse this process before it is too late. In the opinion of the Com- munist: Party of Canada, the real threat to Canada’s security comes from those who support aggres- sion abroad and advocate vio- lence against the people at home. Such violence as we know, can take on many forms. It includes advocacy of racism, of cultural genocide against the Native peoples, of anti-Semitism, of fas- cism, of the use of violence in dif- ferent forms against the French Canadian people. These are the forces to be watched and acted against. But: is exactly those forces, the real subversives, that the RCMP hierarchy closes its eyes to. immigration Laws We have further illustrations of this in the laws of immigration. These have been so formulated as.__ to open the door to supporters of fascism, including criminals guilty of the death of. innocent people during the Second World War, while anti-fascists, dem- ocrats, progressive minded people including Communists have Canada’s door closed to them. It is to be hoped that as a result of the work of this Commission Canadians will reach an agree- ment on who and what constitutes a security risk. This term has © been too loosely. used. There must be a democratic distinction between what is really subversive and what is legitimate political dissent. This is the crux of the question. : Reactionary interests try to drape around themselves the flag of national security so as to hide their anti-national and anti-dem- ocratic features. They raise the false slogan of ‘‘the enemy within and the enemy without’’, slogans
