June 30th, 1975 /5. et a previous meeting recommending that duplexes be permitted to convert to fourplexes, and Alderman Thompson advised that this was discussed; however, it appears there would be considerable expense involved in such a conversion, particularly with respect to the alterations that would be required for plumbing. Alderman Mabbett referred to his comments earlier concerning illegal suites, and advised that on checking, it was found there were approximately 3,000 illegal suites in Surrey; thus effecting an increased tax revenue for that municipality, and he suggested that the City Administrator obtain specific details from Surrey in that regard. Alderman Ranger pointed out that illegal suites do provide more economic accommodation for people in need; however, Alderman Laking queried the reasoning for establishing duplex zones when there is going to be a grey area where other residents can do what they want, and Alderman Mabbett commented that many things are involved, such as the fact that the people living in such suites may have children going to school and also the additional usage of sewer and water facilities, etc. Alderman Traboulay referred to the recent conversion problem on Columbia Avenue where the residents concerned were successful in the legal action taken against the owner to have the project stopped, and inquired whether it would now be necessary for this individual to undertake the proposed conversion by way of a Land Use Contract, and Alderman Thompson stated his understanding that the owner could re-apply provided the holder of the restrictive covenant approves of the proposal; however, Mayor Campbell pointed out that the covenant does not permit any outside changes to residences on Mary Hill. From the Building & Protection Committee, June 27th, 1975, advising Bldg.& Prot. Comm. re N/S that pursuant to two resolutions passed at the June 16th, 1975 Couticil Fire Hall meeting, the proposed North Side Fire Hall construction was reviewed, and the City Engineer had pointed out that the implications of proceeding with the preparation of three sets of plans and specifications would be that the engineering fees would approximately double and effectively remove any possible savings that might be enjoyed from a less expensive type of structure; therefore, it was decided to re-introduce the matter with the recommendation that the Engineering Consultants be directed to prepare plans and specifications for a two-storey masonry fire hall building and that tenders ‘lled.
