Mayor and Council January 24, 1974 The Committee discussed the implications of changing from the present programme under the Fraser Valley Mosquito Control Board, to Regional District Control and feels that in view of the legal complications pointed out in a letter from the Mosquito Control Board the Committee would recommend participation on a Regional basis. With regard to the wording for the sharing of costs in the Letters Patent , the wording proposed is that distribution be "on a per capita basis or by such other method as approved by the participating municipalities and the Department of Municipal Affairs". It is sufficiently broad to allow further negoti- ations on this point. The population basis proposed would certainly not be detrimental to Port Coquitlam. It is not likely that all of the component municipalities will agree to a cost share basis, for example, Burnaby, which derives a very small benefit from the program but has a large population. It is anticipated that there will be further infor- mation on this point. In view of the broad wording of cost sharing proposed in the Letters Patent the Committee would recommend that Council approve participation in the function of mosquito control with the Greater Vancouver Regional District provided that the cost does not exceed the cost of service provided by the Fraser Valley Mosquito Control Board and that the City approve the wording proposed for the Letters Patent as contained in the letter from the Regional District dated December 7, 1973, LDP:da NOTE: . 1973 cost under Fraser Valley Mosquito Control Board $900.C0
