- PQ member should _ be investigated - police MONTREAL (CP) — A Montreal olice anti- terrorist officer recom- mended five years ago an investigation of Godin, now ai Parti Quebecois member of the national assembly, says an internal police report. The report, presented Thursday as evidence at a ovincial inquiry, suggests at the investigation focus on an unspecified link between G and a Front de Liberation du Quebec cell. The cell’s members were exiled in Cuba after kidnapping British trade commissioner James Cross in'the 1970 October Crisis. At the time, Godin was an editor at Quebec Presse, a union-supported, _French- language weekly newspaper. He had been arrested during the October Crisis. and questioned several times about con- tacts with the FLQ. The report was presented as evidence by lawyers of ine uy into commi isslon of o an illegal police break-in at the office of a erald left-wing news agency, the Agence de Presse Libre du Quebec, in October, 1972, Asked later about the report, Godin said: ‘‘It’s the job of the police to check th s like that. It’s nor- mal.’ The report recommended the investigation of Godin because of an article published in Quebec Presse rom Prensa Latina, a Cuban-based news agency, which is described in the report as ‘‘the official organ of the Cuban Communist party.” Godin said in an interview that Quebec Presse regularly receive: dispatches from Prensa Latina, as do other news- papers, but only published em occasionally because of a lack of interest among Quebecers. FILED AFFIDAVIT Earlier, lawyers for federal _ Solicitor-General Francis Fox filed an af- fidavit with the commission pf inquiry to prevent it from making Bes ic confidential RCMP documents relating Groups fight referendum MONTREAL (CP) — Five pro-Confederation groups announced Thursday they plan to fight the Quebec governmen 's independence referendum together. But the new alliance will share neither organization nor ancing. “Kach group wants to reserve its own identity,” becCanada resident Claude Nolin said at the start of a news conference. » “This is necessary because each has certain approaches and activities reserved for them.” . While Quebec-Canada, the Council for Canadian Unity, Decision-Canada, the Positive: Action: ttee-. and ,Halli-Cana ores y join forces to fight the independence erendum, thelr alliance will take the form of a liaison—not a fusion, Nolin explained. e group's position was never made quite clear, except to announce the eventual establishment of a co-ordinatin, to avoid the ni eeaton of effort. Later, Positive Action president Alex Paterson said: “There are two dif- ferent exercises going on. One is the general issue of Canadian unity and the other is the (Quebec Tariff cuts - hurt TORONTO (CP) — Walter Gordon,. former federal finance: minister, said Wednesday sharp tariff cuts would be devastating to Canada’s secondary manu- facturing industry, which employs about two million pic. Gordon told a conference on Canada at York University he had heard that Canadian officials conducting tariff negotia- tions in Geneva are Con- sidering reductions in Canadian tariffs. Moderate levels of tariff protection are necessary to allow secondary Manufacturing industries to provide continuous em- oyment for workers, Gor- lon said, | “Without some protection, these industries would not be able to survive when, a8 happen s per fore’ foods are unloaded on the Canadian economy,’ he said. Gordon said lack of consensus : within govern- ment and elsewhere in Canada has been one reason for Canada's declining - prosperity in the 1970s. _He said another factor is “lack of restraint on the part of many groups and ingu le oni ' governments.” “I am thinking of mem- bers of Parliament, some ublic servants, some usiness executives and the more powerful trade unions.” - oad Mm Rosswoeed homestead 120 government's) white paper on the independence referendum.” __. WORK TOGETHE The group would work to- ether to fight the “more mediate” referendum, Paterson said, but “‘the Canadian unity dilemma and the question of a ‘third option’ is larger in scope and will be dealt with later.” But it was learned that at least two of the groups plan to submit separate briets to the Quebec government criticizing the referendum white paper. Representatives of the five groups have been meeting for several weeks and ‘agreed to continue on their” ‘own ‘because © “you - have a much strovger ar- - gument if you present it in our or five different ways,” Paterson said, adding that the two briefs are similar “in the sense that they don’t conflict.” A.J. The affidavit is .more sweeping than two previous ones filed with the com- mission last September and says disclosure of in- formation in the top-secret documents could seriously threaten national security. It applies to police reports . on papers and files which were stolen from the news agency and later destroyed as well as’ reports on the .tesults of eletronic buggin of the office both before an after the raid. Godin said he was never in direct contact with FLQ members in Cuba. Quebec- Presse dealt only with Prensa Latina agents in _ Montreal and never had direct relations with the agency’s office in Cuba. But he added that he did have contacts with others such as Pierre Valiieres,. Paul Rose and the wife of Jacques CossetteTrudel who was exiled in Cuba with her husband. “I was the only person who knew both Paul Rose and Pierre Laporte,” he’ said, stressing that his journalist’s profession gave im a wide variety of contacts. Rose was part of the FLQ cel] that kidnapped Laporte in the October Crisis and was later convicted of murdering the former Quebec labor minister. “T have nothing to hide,”’ said Godin. The Montreal police report is dated Oct. 23, 1872, more than two weeks after the break-in was carried out on the night of Oct. 6-7. It- bears the signature of Det.- Lieut. Julien Giguere who was then head of the analysis section of the city force’s anti-subversiv wad, Giguere, appearing as a witness, testified that he did not draft the report and could not remember which of his subordinate officers did. He said he signed it and then sent it to police ar- ‘chives without referring it his superiors. _ Giguere said the report was based on a letter, stolen by police in ‘the break-in, from the Cossette-Trudels to Loulse Vandelac, a jour- nalist at the Agence de Presse Libre.
