Revised Dog Licence Fees Council will recall that I submitted a Report to Council in December recommending an increase in the licence fee for unneutered male dogs to $24.00, this would make it the same as our present licence for unspayed females. This recommendation was based on maitaining uniform rates with Coquitlam and Port Moody as the other two Councils were considering similar action. Siace our last discussions, Coquitlam has concluded their By-law for the above change, however, Port Moody has had further discussions and they intend to go part way and establish a fee of $15.00 for both unspayed female and unneutered male dogs. L have discussed this question further with the Chairman of the Environmental Protection Committee and we have communicated with Mr. Homes of the S.P.C.A.. Mr. Homes advises that the criginal intention of this change in rates was to tie in with the new Spay & Neuter Clinic and to encourage dog owners to have their animals spayed or neutered. His original suggestion to many of the municipalities was to tie the licences into the spaying or neutering fee. For exampie, the fee for spaying a female dog is $25.00 and he had suggested that this be set as the licence fee for an unspayed female. With regard to male dogs, the neutering fee is $15.00 and he had suggested a fee of $15.00 for the licence in this case. When the above suggestion was put before many Councils, they felt that there should be no discrimination between the male or female dog owners and that everyone should pay the same fee. Therefore, some municipalities used uniform rates for both male and female dogs. Some municipalities, however, did stick with the differential fee. Some of the rates presently in effect for unspayed female and unneutered male dogs are as follows: Coquitlam, $24. - $24.; Burnaby, $25. - $25.; City of Vancouver, $20. ~ $20.; Port Moody (not yet in effect) $15. - 315.. The municipalities with differential rates are: MNelta, $25. — $15.3; North Vancouver District, $20. ~ $10.3; North Vancouver City, $20. ~ $15.3; West Vancouver, $20. — $10.. In view of the foregoing and the fact that Port Moody will not be consistent with the uniform rates that we were attempting to establish, we feel that the Port Coquitlam rate for unneutered male dogs should be increased to $15. rather than $24. as originally recommended. 2. Appointment of Insurance Broker We have been using the services of Hugh and McKinnon as Insurance Brokers for the City. They are well underway to putting together the 1977 requirements for the City and will be getting tenders on the various risks for the City's insurance coverage, as requested by the Council last year.
