O.P, Stead District Highways Manager Ministry Official BIG Foster moves Doug Foster, director of Northwest Alcohol and Drug Counselling Service in Terrace for the past five years, joined the staff of Northwest Community College on Monday. He'll be in- structing in the Human Service Worker program. **It’s been about five years, it was time for a change,”’ he said. Foster will also be teaching a third year social work course through the University of Vic- toria’s distance education, in ad- dition to his 70 percent position at NWCC. He has a Masters de- gree in social work and 13 years experience in the field including seven years at Social Services and Housing offices in Terrace, Kitimat and Victoria. Carol Harvie has taken over as interim director for three months. Detlef Beck of Com- munity Services explained that she'll be overseeing some re- organization throughout the region, as two positions in Prince Rupert and one in Kiti- mat also need replacements. Foster said he’s looking for- ward to ‘meeting students, sharing my knowlwedge with them, and having a great time.”’ Grizzlies to be studied The Ministry of Forests and the Ministry of Environment will spend three years on a joint project to study and analyze grizzly bear populations in the Khutzeymateen Inlet 100 kilo- meters west of Terrace, The inlet has been the subject of controversy since environ- mentalists lodged objections against a proposal to log the isolated area several years ago. They feared the large indigent population of grizzly bears would be permanently displaced by logging activity. The announced objectives of the study are to determine the level of habitat use by the bears and to predict the impact log- ging would have on them. Field work is scheduled to begin in April of next year, and the final report is to be filed in early 1992. Prince Rupert regional forest manager Brian Downie said re- searchers will begin working when the bears come out of hi- bernation, taking an inventory of habitat and putting radio col- lars on the bears to track their movements. A similar program will take place in the fall as bears from outside the valley wander in, and Downie said the results should show the ministry how many bears are native to the area and how many travel into it from adjacent areas. Wedeene River Timber, the company that applied to log the area in the early 1980's, is presently cutting in other areas, Downie said. Wedeene won some extra timber volume at that time, he noted, but their application to cut in the Khutzeymateen was not approv- ed. The company currently has an adequate supply, but Downie said that if it is decided no cut- ting can take place in the valley an equivalent volume of timber will have to be deducted from the North Coast Timber Supply Area annual allowable cut, " Local woman appointed to board — of prestigious Emily Carr College Judy Jephson of Terrace was recently appointed through the Ministry of Advanced Educa- tion and Job Training to the board of the Emily Carr College of Art and Design. At the Ter- race Northwest Community Col- lege campus on the weekend of October 8 and 9, basic photo- graphy will be offered. All courses cost $45 and are offered through NWCC., Jephson will strengthen the NWCC-Art College connection, as she was a board member and then chairperson of the NWCC board for eight years. She says the new college board appoint- ment likely stemmed from her years of experience and her in- terest in the arts — she is a spin- ner and weaver, Her first board meeting last month included a tour of the In court In Terrace provincial court on Tuesday, August 9 Terryl Finnie was sentenced to 30 days in jail for assault, 30 days in jail for escape from custody, and 14 days in jail for committing mischief in relation to private property. They have an extensive part-time program and a really compre- hensive foundation program. While I was there, the college had a number of three week summer courses underway. I saw a paper-making class in pro- gress, It’s an old craft that’s coming back.’’ She also found the board meeting itself in- teresting and informative. In addition to the regular board responsibilities of secur- ing funding, setting policy and hiring personnel, Jephson ex- pects the board will continue its work to see the college able to grant degrees, ‘‘We’re working on an arrangement with Simon Fraser University,’’ she explain- ed. _ Jephson also expects to spend the next six months or so learn- ing and reading about the Emily Carr College. “‘It’s a super op- portunity.
