~ The issue is survival -- Put Canada First Following is the text of an election appeal that will be distributed by the Communist Party to the people in all con- stituencies across Canada. This election is the most important in the history of our country. One issue stands above all others: the issue of national survival. e Can our people survive a thermonuclear war? e Can our country survive as a nation if the United States is allowed to extend its control and ownership of our interests, our trade, our foreign policy? e Can our people’s health and well-being survive econ- omic crisis and stagnation? The answer is, No! Is there a way out? Communists say, Yes! PHYSICAL SURVIVAL— THROUGH PEACE Here are the Communist proposals for peace: We must take Canada out of the military alliance with the USA, take it out of the aggressive North Atlantic Treaty Organization, take it out of the American-Cana- dian air agreement which per- mits U.S. war planes to ‘fly over Canada loaded with H- bombs, never allow U.S. H- bombs on Canadian territory, bring our soldiers home from Germany, cut the military budget. We must tell the world: Canada is neutral, it belongs to no military alliances, it demands the destruction of all H-bombs, it demands peaceful co-existence and complete and general world disarmament — a world without weapons, “a world without war! The This is the policy of life: the present foreign policy of Canada leads only to death. NATIONAL SURVIVAL— THROUGH CANADIAN INDEPENDENCE Canada must stand up to the United States. If we continue the way we are going, American Big Bus- iness will completely absorb Canada and_slash our living standards. The biggest Canadian cap- italists, led by the Tories and Liberals, follow a policy of Buy Dear from the USA and Sell Cheap to the USA. They are selling our raw materials at low prices to the Americans, and forcing us to buy American goods at high prices. WE ARE EXPORTING THOUSANDS OF JOBS TO THE USA Our dollar is cheapened, our, industries decline, unemploy- ment increases so that there are close to:a million Can-, adians out of work or on short time — while a golden stream of profits flow to the USA, drawn from Canadian labor. The probable entry of Bri- tain into the European Com- mon Market will put an end to the traditional pattern of Canadian trade. Unless steps are taken at once to develop new markets on the basis of peaceful relations with all countries, Canada will be plunged into ever greater de- pendence on the USA. The time has come to say: this betrayal of Canada has got to stop! Vote against the old -line parties (The Communist Party will distribute the following state- ment in those constituencies where there are no Communist candidates): You have an opportunity on June 18 to cast your vote against the old-line parties and to break their long-held mon- opoly of the Parliament of Canada. We of the Communist Party, as our contribution to this objective, are running candidates in a limited number of con- stituencies. Elsewhere we are working to elect the candidates of the new Democratic Party. We do not minimize the differences between our party and the NDP. The Communist Party is the party of socialism in Canada. The NDP is not a party of socialism. The Communist Party advocates labor-farmer unity to win a clear majority in the House of Commons to end the U.S. domination of Canada. The NDP ignores this central question. We stand for a new Canadian constitution which will establish the voluntary union of the two nations in Canada, the French and the English, on the basis of complete national equality, and self determination for French Canada. The NDP does not. We advocate that Canada leaves NATO, and declares its neutrality. The NDP leaders do not make a clean break with the cold war and hedge on this vital issue of Canadian inde- pendence and peace. But — the NDP is the creation of thousands of trade unionists, farmers, businessmen, professionals and others, who see in it a democratic alternative, to the parties of monopoly. They want peace. They want economic security. They want complete and general disarmament. They want to make the NDP the government of Canada — a labor-farmer govern- ment. That is why the Communist Party says: In this election. mark your ballot to help put an end to the parliamentary mon- opoly of the Tory and Liberal parties! Vote against the Tories, Liberals and Social Creditors! Vote for the New Democratic Party candidate — to break up the rule of the old-line parties, and to move Canada ahead! The national survival of Canada is at stake in this election. What do the Communists say? We are not helpless in the face of this threat. An aroused people can win back our inde- pendence. We must nationalize U.S.- owned industries, bring our natural resources under Can- adian ownership, make goods here instead of ‘importing them from the USA, trade with. the world, recognize China — stand on our own feet as a country and declare our sovereign independence over our industries, mines and rich resources! This is the way to save “Canada from destruction at the hands of American mon- opolists. ECONOMIC SURVIVAL— THROUGH NEW JOBS One of five Canadian fami- lies suffer from unemploy- ment — they depend on un- employment insurance, draw scanty relief, have children who cannot get jobs, or have breadwinners on short time. In this young and bountiful country — not yet a century old as a modern state—not a single Canadian needs to be out of work! Why is there unemploy- ment? e Because our country’s economy is at the mercy of American Big Business. e Because the Tories and Liberals organize the cold war, stop us trading with the world, refuse to recognize China, cut our trade with one- third of humanity in the soc- ialist countries to a trickle, refuse to give credits to help to industrialize the new Cuba, the Latin-American countries, the newly-free colonies. e Because the standard of living in Canada is too low, and the working people can’t buy all they need. ‘ e Because, while modern industry makes the five-day, 30-hour week possible, the employers demand greater productivity at lower wages and oppose the shorter work- ing day. 4 e Because automation is cutting out jobs and spread- ing unemployment instead of cutting the working day. It is the great U.S.-Cana- dian monopolies who are re- sponsible for unemployment, the delay in health insurance, poor housing and the growing economic difficulties of our young people. The power of the monopo- lies can be curbed. The peo- ple’s needs can be satisfied. United, the great trade move- ment and the farmers” organi- zations can compel justice for the working people—The Peo- ple Before Profiis!
