Eng., Engineer SUBJECT: Request for Parking Restrictions on Coast Meridian (Public Works Committee Meeting ~— February 15, 1989) Recommendations: 1. That "No Parking at Anytime" restrictions be imposed on the east side of Coast Meridian Road between the Overwaitea Shopping Mall driveway and the most northerly driveway to the Meridian Gardens Housing Complex. That the City Clerk take the necessary steps to amend the Traffic Regulations Bylaw to reflect Council's decision if recommendation 1 above ls approved. BACKGROUND AND COMMENTS: The attached letter from Mr. Arthur, Manager of the Meridian Gardens Housing Complex, provides the background to this request. In considering this request the Committee noted the close proximity of the two driveways serving the Overwaitea Shopping Mall and the Meridian Gardens Housing Complex (see attached sketch). Between the ends of the curb returns the distance is about 13 metres. Vehicles parked between these driveways will effectively block the visibility of drivers Sitting at these two driveways wanting to turn onto Coast Meridian thereby adding to the potential turning movement conflicts. Not only that but drivers stopping in the Meridian Gardens' driveway may mistake northbound drivers Wishing to proceed to the Shopping Complex for those wishing to enter the Housing Complex. The potential unfortunate results are obvious. For these reasons, the Committee supports the imposition of "No Parking at Anytime" Restrictions between the two driveways. As to the request to impose parking restrictions south of the Meridian Gardens Complex, the Committee does not Support it. The reason being that every driveway along major arterial roads such as Coast Meridian has the same potential visibility problem. In these cases extra care and attention on the part of drivers in easing out of the driveway slowly to gain the necessary line of sight is recommended. 4 7 (Y¥ T.M. Chong, P.
