January 31st, 1977 Alderman Laking, Chairman of the Planning & Zoning Committee, then advised that the Zoning By-law was re-written for the Most part so that it would be easier to interpret; however, two new zones have been included — one for duplex use and the other for smaller residential lots (4,000 square feet in area). The Planning Officer spoke to the proposed new Zoning By~law, and advised that the text thereof has not been altered in any significant way from that of the present Zoning By-law, except where it was found to be misleading, inadequate, or outdated; however, the format of the new By~law has been changed so that it will be easier to understand and administer. The Planning Officer then briefly spoke to the new duplex and small lot zones and several other modifications made to increase land use. On invitation of Mayor Campbell, Mr. Al Robinson, 3075 Chester Street, inquired how front yard setbacks are measured, and the Planning Officer advised the distance is calculated from the front property line to the foundation wall. A resident of Westwood Street inquired whether there would be any change in the M-1 (Industrial Zone) to permit housing facilities on such properties for nightwatchmen, and the Planning Officer advised that while it was not intended to make any change to the Industrial area, the present regulations do allow for this type of situation - depending on the use of the property. Mr. Ed Wallis, 1591 Lincoln Avenue, inquired as to what areas of the City are being considered for small lot zoning, and the Planning Officer advised that while a policy has not as yet been established, such zones may be located in older areas of the City where re-development is anticipated; also, where a "mixed" type of housing already exists. Mr. Lou Dubois, 1964 Connaught Drive, inquired regarding the required 60' street width where 20' front yard setbacks are permitted, and the Planning Officer advised this is to be consistent with the distance between houses on opposite sides of the streat, as where the street width is 50', the required front yard setbacks are 25', Mr. A.R. Barnes, 1455 Victoria Drive, then spoke in support of his letter referred to earlier this evening, and stated his objection at being "locked in" to single family residential zoning, which would prevent him from exploring other means of developing his property, and Alderman Laking invited him to discuss his situation wlth the Planning &
