Carried Item No. 2 PoCo Trail Improve:sents Hest ot Nary Hill Road Parks & Recreation Director outlined the proposed improvements whicl& have been recommended by Forma Design Ltd. for the Bosa Development. Committee men:.'eers ware not totally pleased with the overall project. However they realized that the project is in place, It was generally agreed that the trail should not exit onto Mary Hill Road, but rather cross the connector road and proceed west along Mary Hill Road. The Recommendation: That the location of the trail onto Mary Hill Road be discussed with the City Engineer and that the matter be brought back to the Parks & Recreation Committee. Recommend'.tion: It is recommended that the attacheci revised schedule of Admission Rates be adopted for 1mplementation, should G.S.T. legislation become law. Purpose/Problem The purpose of th1s "aport 1s to provide the Parks and Recreation Committee w1th 1nformation and a recommendation regarding a proposal to revise adm1ssion rates to accommodate the Goods and Serv1ces Tax. Discussion: The Goods and Services Tax is currently being debated in the Senate. Should this legislat1on become law, it will have a dramat1c effect on most Parks and Recreation services. All services provided by the Recreation Div1sion w111 be taxable with the exception of most programs delivered d1rectly by the Divis1on, for ch11dren under the age of 14 years. In the case of registered programs, facility rentals and concession sales, the Goods and Serv1ces Tax will be added on at the point of purchase and will be accounted for on the sales receipt. However, in the case of adm1ss1on rates, we feel it is eas1er to role the G.S.T. into the rate and round 1t up or down to the nearest nickel. This way, our Cashiers w111 not have to deal with a lot of pennies and there w111 not be any confusion with regards to what the admission rates are. The admission rates for skating and swimming, etc are approved by City Council each year as part of 'he annual schedule of fees and charges. Therefore, these rev1sed rates need to be ratified Council. Please note that these revised rates only deal with bytheCity G.S.T. and not inflat1onary 1ncreases. Market and inflation 1ncreases w111 be dealt with under separate cover in the New Year, when a rev1sed fees ard charge". po11cy is presented for Counc11's consideration.
