. “The city of Terrace has signed an agreement with
Uplands Nursery Ltd. for a two-year composting pilot

project at the sanitary landfill site. Uplands will .

.manage the experiment, and if the pilot project is
‘successful a call for proposals will be made sometime

before March 31, 1994, for the continuing operation

of the composting site.

Under the agreement, Uplands Nursery will c own
75% of the composted product, which they will
market or use in their own operation. The city will
get 25% of the composted product, which will be used
in city parks. The cost to.the city for the composting
pilot has beén estimated to be under $1,000, —

According to the Planning and Public Works
Committee minutes of March 18, “There is no guar-
- antee this will be a successful endeavour." During
that meeting, in fact, one committee member noted
a few Ontario communities who had attempted
similar projects that failed after the Ministry of
Environment told them to remove the compost
because it might leach undesirable by-products.

Following that decision, one community was

apparently forced to truck their compost, at their

own expense, to another landfill site 50 miles away.
Another committee member, though, referred to
a community composting operation maintained by
' the City of Victoria that has apparently been very
successful. Alderman Rick King also referred to the
Victoria site during Monday’s council meeting.

According to King, Victoria has not only reduced

the volume of organic wastes going into their landfill
site by a significant amount, but they are also
considering doubling. the size of their present com-

posting site.
