JOINT DIRT VENTURE — . “The city of Terrace has signed an agreement with Uplands Nursery Ltd. for a two-year composting pilot project at the sanitary landfill site. Uplands will . .manage the experiment, and if the pilot project is ‘successful a call for proposals will be made sometime before March 31, 1994, for the continuing operation of the composting site. Under the agreement, Uplands Nursery will c own 75% of the composted product, which they will market or use in their own operation. The city will get 25% of the composted product, which will be used in city parks. The cost to.the city for the composting pilot has beén estimated to be under $1,000, — According to the Planning and Public Works Committee minutes of March 18, “There is no guar- - antee this will be a successful endeavour." During that meeting, in fact, one committee member noted a few Ontario communities who had attempted similar projects that failed after the Ministry of Environment told them to remove the compost because it might leach undesirable by-products. Following that decision, one community was apparently forced to truck their compost, at their own expense, to another landfill site 50 miles away. Another committee member, though, referred to a community composting operation maintained by ' the City of Victoria that has apparently been very successful. Alderman Rick King also referred to the Victoria site during Monday’s council meeting.
