At the sta 1 level, should it be required, the District would issue news xh mm releases to the media explaining the situation and asking for voluntary restraint in vater consumption by individual consumers. Outside usage would be particularly targeted as the major component of high water demand in the summer. The District members would be informed in advance of the news release and their co-operation would be sought in reducing or eliminating visible municipal outside water usage (e.g. street flushing, irrigation). In the unlikely event that advancement to Stage 2 is required, this would have to be dealt with as a special issue by the Board until such time as a comprehensive by-law under Section 100 can be prepared and adopted by them.
