comm emmencems COUNCIL’ MEMORANDUM MAR 12 1984 TO: B. Kirk, March 8, 1984 City Administrator FROM: FeE. Peters., P. Eng., City Engineer SUBJECT: Tenders for Kingsway Bridge Construction - Works and Services Committee, March 6th, 1984 RECOMMENDATION: That Associated Engineering Services Ltd. be authorized to call tenders for April 7th, 1984 for construction of the Kingsway Bridge and approaches. ; BACKGROUND AND COMMENTS: in order to satisfy Fisheries requirements, ail work withtn the river bed wil! have to take place between June Ist and September i5th. There may however be some work that the contractor can do in May outside the river in preparation for the construction. tn order:to allow time to evaluate tenders and to gtve the contractor maximum flexibility, if is necessary to close tenders by April !7th, 1984 and therefore tenders need to be advertised as early as March 16Th. The design drawings and tender documents are ready In dratt form and a copy has been left in the Council Committee room for Council perusal. The difficulty with an early tender, of course, Is that the budget has not been finalized nor have we received formal approval from the Department of Highways for cost sharing. However, if we wait for this it wilt be too late. The tenders are being written In such a way that the contractor is informed that approv3! is conditional on financing and we wil! atso have 75 days in which to award the contract, In case there are delays In the approvals. With these safeguards it Is considered acceptable by the Committee that Council! approval the tendering process now. bk FE. Peters, Pe ENGe,~ City Engineer FEP/sgg R23 . .
