’ HE CORPORATION OF THE.CITY OF PORT COQUITLAM W No. 144 consouthlyes" FoR Novel ike ONLY Including By-laws Nos. 1146 and 1433 A By-law to regulate, govern and manage the park property aud tereational facilities of The Corporation of the City of Port quitiam. _ WHEREAS the Municipal Council of The Corporation of the City Port Coquitlans is empowered under Section 62) of the “Municipal ct", being Chapter 255 of the Revised Statutes of British Colunsbia, 60, and Amendments thereto to make rules and regulations govern le manugement, maintenance, improvement and operations, control id use of any real of personal property mentioned in the said Section; AND WHEREAS it is necessary to define the duties and terms of ference for the proper operation ol all park property and recreational cilities; NOW THEREFORE the Municipal Council of The Corporation of ie City of Port Coquitlam, in open meeting assembled, enacts as Hows: INTERPRETATION In this By-law, unless the context otherwise requires, the following expressions shall have the meanings hereinafter assigned to them, that is to say: (a) “City” means the Municipal area comprised within the boun- daries of The Corporation of the City of Port Coquitlam or The Corporation of the City of Port vitlam, as the context may require. . “Council” means the Municipal Council of The Corporation of the City of Port Coquitlam. “Director™ shall mean the Parks and Recreation Direetor appointed from time to time by the Municipal Council to manage public park property and recreational facilities in the City, and shall include his lawful deputy. “Parks” shall mean and include any real or personal property within the City used for public park and recreation purposes and includes alt buildings and structures situated thereon and shall include any other parce! of land improved or maintained by the City under the direction of the Director and also- includes all undeveloped property owned by the City. A. This By-law shall noc appiy to the Nature Atos governed by . the provisions of the “Nacure Area Regulation By-law, 1°76, No. 1433” being Lot 325 of the Horch-vest Quarter of Sece tion 6 and the South-east Quarter and South-west Quarter of Seetion 7, of Township 40, Plan 49145, Hew Westainster Diserict.* (By-lav 1433) GENERAL PARK REGULATIONS 2, Acts Prohibited in Farks— No person while within the confines of a park shall: (a) Throw or leave any paper, cardboard, food refuse or ruins, bottles or giass or any matter of any kind likely to prove offensive, injurious, or unsightly; all such matter shall either be placed in receptacles provided in the park for that purpose or shall be carried away from the park for disposal by the person having such matter in his possession. Carry or discharge any firearm, fireworks, air gun, sling shot, catapult, bows and arrows, or other weapon or dangerous toy. Throw of cast any stone or other missile. Cut, break, bend of in any way injure or deface any turf, tree, shrub, hedge, plant or park ornament, . Climb any tree. Climb upon, deface or ‘in any way damage any building, wall, fence, gate, sign, seat, bench, exhibit, cage or any ornament. Plug, tamper with or in any way damage any .plunsbing, lighting. heating or other fixtures. ‘ Stact any fire or permit any person under his control to start any fire except in fireplaces provided therein for that purpose; and exeept where written permission is given by the Director, or other authorized official of the City. Walk upon any lawn or garden where signs are posted pro- hibiting persons from so doing nor ignore amy sign or signal lawfully ereeted for the control of pedestrians or vehicle traffic. Permit any livestock or any domestic animal to run at large— provided further that any dog while in any park shall be on jJeash and under the immediate charge and control of same competent and responsible person; as provided by City By-law regulations. Distribute any handbills or cireulars nor post, place, or display any placard, notice, paper, advertising device, or publicity matter of any kind without the written consent of the Council; except such notices as are erected by City Departments dealing \twith recreation, trafic control, public health or park safety. (Use or permit the us¢ of any advertising vehicle without the written consent of the Council. (m) Tease, molest, or injure any mammal, bird or fish, nor throw any substance at or near such creatures in. such a way 2s to cause them alarm or possible injury. Play golf or putt or drive golf balls or use equipment custom- {n} arily associated with the game of golf, except in such arcas as may be specially set aside and designated jor such purpose. Enter or be within any fenced land improved or maintained as a public swimming pool or other facility and closed to the public by securing the entrances thereto, except at auch times as the public swimming pool or other facility may be open to the public and upon payment, if required, of an adsnission fee - for the use of the facility. perzon shall offer for sale within any park any article of food. , of merchandise or carry on any business unless such person City. 4. No person within any park shall vse any blasphemous, obscene or vulgar language nor conduct himself in a disorderly or ofensive manner or molest or injure any other person or loiter or take up a temporary abode overnight within any park or obstruct the free use and enjoyment of the park by any other person. No person other than an authorized agent of the Ciry shall dig in the carth of any park nor‘remove any tree of any rocx or any other matter that is fixed or growing within the park. 7. No person over juvenile age shall personally use or play on any playground equipment in any park uniess the recteation prograns in any park is designed for persons over the age of 16, and then only with the permission of the Director. 8.0 No procession, march, drill, parade. political or religious gathering \ th other public meeting except when orgatiized and controlled by the City shall be held in any park unless the written consent of J the Council has first been obtained. 9. No person, of persons shall pienic except in parts of the park designated for stat purpose. 10, No person shall park any vehicle in a park except in those areas designated of regularly used for that purpose, nor drive any vehicie on any part of the park other than the roadway intended for vehicles. a mechanically powered boat on any lake, 11, No person shall operate a mi ica > facility within the boundaries of any park, pond or owtdeor water 9 3.
