to prohibit the exercising or racing of such pigeons or doves while under control of the owner or keeper thereof. 5. No person, being the owner or keeper of. pigeons or doves, shall exercise or race any such pigeons or doves or suffer or permit the same to be unconfined within the premi- ses where ordinarily kept except between the hours of A.M. and P.M. of each day of the year. 6. Subject to "City of Port Coquitlam Zoning By-law, 1969, No. 918" as amended, "City o£ Port Coquitlam Public Health By-law, 1969, No. 908" as amended, and the provisions and requirements of this By-law, Pigeons and doves may be kept within the City of Port Coquitlam: . (a) The number of pigeons or doves which may be kept on any parcel of land shall not exceed fif- teen (15) birds for each one thousand (1,000) square feet of gross area of that parcel of land. (b) Every building or structure or enclosure used to house or accommodate pigeons or doves shall be located on each parcel of land in conformity with the requirements of the "Zoning By-law", the "Build-~ ing By-law” and "Health By-law" of the City and no such building, structure or enclosure shall be located at a distance of less than thirty (30) feet from any dwelling house. {c) Every building, structure or enclosure used to house or accommodate pigeons or doves shall be so constructed as to be airy, dry and light, and shall have the inside walls and ceilings thereof lime-washed Or painted at least Once each year. The outside of all such buildings, structures and enclosures shall be maintained in a clean and respectable manner at all times.
