With reference to the earlier discussion regarding the necessity Ald.Laking re notice to LCB re advice to for Council approval of-all liquor outlet applications, Alderman Laking new applicants re Council approval proposed the following resolution. Moved by Alderman Laking: Seconded by Alderman Keryluk: That a Letter be written to the Liquor Control Board requesting that they stress to new applicants that they must obtain the approval of the municipal council before a liquor licence will be granted. Alderman Mabbett referred to the letter received from Chess Investments Ald.Mabbett re letter, from Chess Invest. re! in response to a previous letter from the Association of Concerned Northside Shop.Ctr. { Citizens regarding the ‘run-down’ condition of the Northside Shopping Centre and noted the remarks of the owner that the increase in municipal { { f t i I taxes and other charges made it impossible for him to upgrade the property to any great degree at this time due to lack of funds, and suggested that the owner should be advised that the Council expects him to look after his property better. Alderman Mabbett noted the present campaigns by various levels of Ald.Mabbett re energy conservation-review governments respecting energy conservation and requested that the Administration /of stds. look into the possibility of raising the standards of insulation required by the City's Building Codes and By-laws. He noted that considerable information on the subject of heat loss, etc., wus available from the B.C. Hydro and Puwer Authority and he felt this information should be obtained at the earliest possible date. Mayor Campbell suggested that the City's Building Inspectors could be requested to encourage builders in the City to upgrade the levels of insulation in their buildings voluntarily until the changes to the regulations were made. Ald. Traboulay re Mayor Campbell's took at the G.V.R.D. with respect to the race track in the Surrey Agricultural /stand re:ALR: Alderman Traboulay congratulated Mayor Campbell on the stand he i f t t t Land Reserve as he felt than there should be no reduction in the A.L.R. at this time, ag it should be left as is for furture generations. Alderman Traboulay noted the speed with which the Public Works Ald.Traboulay re hazardous ditches- Committee ha: acted on his complaint regarding the Prairie Avenue- Cedar Drive. Newberry area, however, he requested that some action be taken as soon as possible to mark the edge of the ditch on Cedar Drive in the vicinity
