eb Ea i } : q February 23rd, 1976 the meeting and advised that progress had been slightly delayed due to problem in the engineering design re the required loading of 150 pounda per square foot on both floors for the library facility; however, this has been resolved most successfully, and the designs have been completed and submitted. Mr. Horner advised that as much preparatory work as possible is being done within the building but approval of the Land Use Contract is required before a formal building permit can be issued. Mr. Horner then spoke briefly to plans from the City's Library Consultant which illustrate basically how it is intended to utilize the two floors, and he pointed out that possession by late May or June lst would be possible if the City did some of its installations while construction was proceeding. Alderman Laking inquired whether the City Engineer had reviewed the plang since they were modified, and the City Engineer replied that no off-site servicing was required for this particular project, so it was not necessary for the plans to be reviewed by the Engineering Department. Alderman Mabbett stated he could not believe that the facility would be ready in May as it is now nearly March; however, Mr. Horner advised that his firm has been doing preparatory work inside and are now ready to pour the concrete for the second floor beams, with the second floor being already in place but nothing can be done outside the building without a building permit. Alderman Mabbett commented that with this long delay, several members of Council have had other thoughts and he suggested that a Committee of the Whole review the situation as there is a good deal of expense involved and the City will be operating on a very tight budget this year. Mayor Campbell inquired of Mr. Horner whether or not he felt he had a contract with the City, and Mr. Horner stated he did, as he had received a letter from the City asking for the necessary formal lease; however, this was something he chose not to do until after approval of the Land Use Contract as he felt it would not be proper to put the Council in a position of having to approve final reading of the Land Use Contract when it had already signed a lease to enter into a building which technically could not exist. Alderman Mabbett again reiterated his view that the matter should be further discussed in Committee and Alderman Laking stated he agreed with the comments made by Alderman Mabbett. Mayor Campbell inquired whether Mr. Horner would be willing to discuss the project in Committee later this evening, and Mr. Horner stated he would: however,
