September 22nd, 1975 In his report, Alderman Thompson advised that the Keenlyside report deals at length with the need to ensure the completion of a St. John's Standard Course Certificate, and he observed that while it is presently a requirement in the City's Agreement with the Firemen that the St. John's Course be completed, there is no requirement that continuing tests be taken and that he in fact believed a Certificate could expire. Moved by Alderman Thompson: Seconded by Alderman Traboulay: That as recommended in a report from Alderman M.A. Thompson, September 18th, 1975, provided his observation that a St. John's Standard Course Certificate could, in fact, expire that the Administration be directed to negotiate this point with the Firefighters’ Union and further that assurance be given that should a Training Officer be employed that he would be capable of providing the additional training in resuscitation as required. Carried. In his report, Alderman Thompson referred to comments made in the Keenlyside report relating to the co-ordination of fire services in the event of a major catastrophe and wherein it was pointed out that "Some years ago a province-wide frequency was assigned to the Fire Marshal's Office" but "In fact, very few fire departments' radios have the capability of transmitting on this frequency" and he advised that while the City's Department has express direction from the Chief on how to respond to a requirement from other areas together with guidelines as to the protection of this Community, no common agreement exists to assure a reciprocating response from elsewhere, Moved by Alderman Thompson: Seconded by Alderman Laking: That for common disaster situations only an agreement in writing be I i achieved between the surrounding municipalities as to common guidelines of reciprocating services. Alderman Thompson, in his report, referred to comments made in the Keenlyside report relating to businesses and residential properties having street numbers and names properly displayed and stating that the Fire Chief has advised that at present the lack of hundred block markings on street signs is often confusing.
