Your Worship and Members of the Council: In 1971, many agencies participating in the United Good Neighbour | Fund finished the year with operating deficits. One such agency had an in- oe crease of fifty percent in services provided but not in income. oo It has been suggested by some elected representatives in the .municipal field that councils should not give financial support.to the United Appeal. We would suggest that all who benefit from the services, whether it . ays be Salvation Army, Red Cross, Canadian National Institute for the Blind, or the pee other UGN participating agencies, are not all reached by volunteer canvassers. Lo . The strength of our derocratic system is dependent on community in- volvement and individual responsibility, especially when government and volunteer organizations can work for the common good. This is encouraged and enhanced po when the leadership comes from elected representatives. : The support of any voluntary orgarrization should be based on its need to the community and area. In addition a public body of citizens shsuld be able to examine their finances, their programs and their services and repert _back to the ccmminity. This is one of the main functions of UGN. During March and April, twenty-eight well known citizens from the Lower Fraser Valley will visit each agency, examine their budgets, their proarams, and their services. They will report back to one of eleven committees ard ao reconmend the allocations to the agency. eo!
