Even now an army is advancing into that province for the purpose of asserting and establishing the authority of the republic, but Great Britain now formally informs China that she will not permit any expedition to enter Tibet from any quarter, The British Government con- tends that Tibet ‘should be per- mitted to arrange its affairs with- out Chinese interference. Sir John N, Jordan, the British minister, presented to the foy- ernment a memorandum which suggests that the Chinese gov- ernment station a representative at L’Hasa, who shall advise the Tibetans on questions of foreign policy and shall be protected by a bodyguard of Chinese troops, he note recommends the drawing up of a new Angio- Chinese apreement, which it makes a condition to the recogni- tion by Great Britain of the Chinese Republic. Russia has, almost simultane- ously, told China she will not permit any expedition to enter Mongolia.” The Russian demand that the northwestern ‘expedition be | abandoned indicates ‘clearly that Mongolia is absolutely gone. The Chinese are exceedingly agitated.. Realizing that they are facing the actual loss of their tremendous dependencies, they have asked the Germans and French their intentions. in Shan Tung and Yun Nan respectively. Russia and Japan. recently reached a general agreement re- garding China and the Chinese feel that Japan will move for- ward soon. London, Aug. 30 —Great Brit- tain’s policy in regard to Tibet is that it recognizes China's suzer- ainty over thecountry, but not its sovertignty, . China, it is pointed out, only sovereignty over Tibet when the Dalai Liama fled to India after the' British expedition of 1904.
