Eng., Deputy City Engineer _ SUBJECT: Emergency Access/Walkway - Clematis Crescent ; oo : Recommendation: _ That the changes to the design of the emergency access/walkway linking eee Clematis Crescent to Heather Street be approved subject to the owners of the ere adjacent properties accepting full responsibility for pedestrian traffic which ae : May trespass across their front yards. Background and Comments: The owners of the lots adjacent to the emergency access/walkway have requested that the fencing at Clematis be pulled back to a point opposite the 7 . front of their houses, that a portion of the emergency access in the unfenced portion be constructed with grass grid blocks, and that permission be granted | to construct a gate in the fence at the rear of the access, Because of the configuration of the lots adjacent to the walkway, the fence, if constructed in accordance with current standards, would be located d very close to the front doors of the houses, and a full width asphalt pavement would be less visually pleasing that the Proposed combination of a sidewalk width pavement with grass grid blocks on either side, The property owners have agreed to maintain the grass grid area, i 3 7 In recommending approval of the proposal the Committee was insistent that the property owners take full responsibility for any trespassing of pedestrian traffic over their lots which may result from the lack of fencing.
