DISCUSSION: Development of this prominent site within the City will provide additional retail/office space that will serve both the local and regional market areas. The proposed Comprehensive Development (CD) Zone will be comprised of C-3 (Community Commercial) uses to accommodate the retail stores, offices and restaurants, CS-1 (Highway Commercial) for the warehouse retail uses, and CS-2 (Service Station) for the service station. The buildings are designed with a "heritage" theme, which conforms to the design guidelines outlined for the Downtown Development Permit Area. The pedestrian character of Shaughnessy Street is further reinforced by the public plazas and pedestrian amenities that will provided on the development site. Prior to submission of this application, all aspects of servicing and road improvements to both Shaughnessy Street and the Lougheed Highway were resolved by the developer in conjunction with the City Engineering Department and Ministry of Transportation and Highways. As this proposed development conforms to the Official Community Plan designation and design guidelines for the area, and will provide additional commercial services for the City, it is recommended that this application be approved to proceed subject to the conditions noted above.
