BACKGROUND AND DISCUSSION: Bylaw 2787 was prepared to amend Floodproofing regulations in the Port Coquitlam Zoning Bylaw to update them and make them consistent with current Ministry of Environment guidelines and the Ministry's and the City's respective jurisdictions. Prior to considering introduction and first two readings of the Zoning Bylaw on April 26, 1993, Council instructed that the Planning Departme ° review the recently published "Land Development Guidelines for the rrotection of Aquatic Habitat" prepared by the Ministry of Environment, Lands and Parks and made public on April 2, 1993. The guidelines from the Ministry of Environment provided specific directions on: leave strips along watercourses; erosion and sediment control at development sites; storm water management; in-stream work; and fish passage and culverts. con't page 2 36
