Meeting Held August 21, 1974 Secondary Treatment - Fraser Sewerage Area The Provincial Government has ruled that secondary treatment facilities must be installed in the Annacis Island Sewage Treatment Plant by April, 1977. The Board thas since appealed this ruling. The approximate cost of such secondary treatment facilities would be $19,000,000, if constructed in the period 1975 to 1977. ‘Sewerage Facilities Assistance Act -Under this new Act annual grants are to be paid by the Provincial Government to provide assistance for Municipalities with respect to debt charges on eligible sewerage facilities. “The Act is retroactive to January 1, 1974, and it appears that most municipal and Sewerage District facilities are eligible for substantial assistance. The annual grant is calculated at 75% of the excess of the annual debt charges over the product of 3 milis on 100% of the assessed value of land and on 75% of the assessed value of improvements on the municipality or specified area. Claims relative to the annual -debt charges on municipal and Sewerage District facilities will be made by the muni- eipalities and grants will be paid directly to them. Water Consumption This year's unusually cool and damp spring and early summer has resulted in lower : than expected water useage. Consumption during the first three weeks of June was slightly above average but late June and the month of July has been much lower than expected. The average useage for July of about 165 MGD is the lowest recorded July consumption since July 1966. To date the month of August has again been about average. No extreme peaks have been experienced this year and the Water District system has operated well. It is still too early to make an accurate prediction of the total year's useage but indications are that the total will be 3 or 4 percent less than the estimate made at the beginning of the year on which the water rate of 10.49 cents is based. woe /2
