First of all, the present condition of Harbour Street is extremely poor. Aside from the undulating surface, much of the asphalt pavement is cracked and has been patched over and over again. With the movement of heavy construction equipment and the installation of the sewers and service connections on this road there is litt!e doubt that patching the disturbed areas would not be a viable alternative. For this reason, it is recommended that all of the existing asphalt including the unsuitable sub-base material be +amoved and that the road be regraded and repaved after the unde :round works are completed. [In considering this proposal, the ydwestion of renewing the old water services (item 3) prior to repaving was discussed. | + was also recommended by tne Public Works Committee that this be done as part of this project such that the need to excavate into the new road surface will be minimized.
