ee ee a ~ commercial backcountry recrea- tion on Crown land’’, Parker. has stated. . , There is clearly a demand for _ commercial backcountry recrea- tion in B.C. and the government is doing all it can to meet the de- mand, Parker maintains. One example of this is the extension of the response deadline from April 30 to June 30. Moreover, Parker adds, there are several steps that must be taken in order for the final policy to be implemented. ‘““Now we are at the stage of digesting all the public responses. Once this has been done there will be regional public meetings.” He further points out that any policy ‘‘must dovetail with ex- isting legislation and regulations in the province” in order to get the go ahead. In light of these criteria, the final ‘policy for commercial backcountry recreation on Crown lands likely will not oc- cur until late 1992, Parker con- cluded. On the issue of foreign owner- ship, Parker is quick to identify the reality of business. ‘“The possibility of foreign ownership ‘Where ToFind It wide criticism | _is always there. How do you. stop foreign ownership?” He continued. by explaining that the B.C. government is largely fund- ed by. 30, 60, and 90-day. treasury bills which are up to 90. percent Japanese owned. Parker stressed that the land is not sold. ‘‘These are lease arrangements. The bulk of the costs of these businesses are payrolls which re- main within the region.”’ In response to the recent B.C.. Wildlife Federation ad in local papers, Parker maintains that they took ‘‘an alarmist position’? and that the ad was ‘not well done’’. This issue relates directly to Seven Sisters Ventures. Forestry activities, will be taking place in the same area and there will be an in- tegrated forest plan on the land proposed for this commercial hiking trail recreation near ‘Smithers, he indicated. On the qustion of restricted public access to trails such as those proposed for the Seven Sisters operation, Parker says that the priority is the ultimate safety of the people using the tenured trails. The government’s objective is ‘‘to make sure that -tourists from B. C., ‘and guests to ‘the province, . have safe ex- :periences on every trip without excessive security measures.” he: adds. As a result, the liability for safety of users of the trail is on | the commercial operator. Fee- for-use of trails such as these’ help pay for their maintenance _and safety. Parker cautions that the Seven Sisters Venture opera- tion may not come to pass. Because it is a public asset, a public decision-making process “must occur. “The public may decide they do not want it’’, he says.
