On March 18, 1991 the Municipal Council requested that third reading of Bylaw 2570 be deferred for three weeks, subject to a report from the Planning end Development Committee. DISCUSSION: The Planning Department researched the statements made at the Paubiic Hearing, particularly those that indicate that “three tonne trucks" and gimilar commercial trucks would be permitted to park in residential areas if the amendment was approved. The proposed amendment to Section 504 (1) will permit the parking of one truck or commercial vehicle not exceeding 4600 kilograms Gross Vehicle Weight in a residential lot. 5 A "three tonne truck" has a Gross Vehicle Weight of over 10,000 kilograms; the 4600 kilograms limit established by the Traffic Reguiation Bylaw and proposed for the Zoning Bylaw, reetricta the vehicles that can park in a residential area to sizes that are generally acceptabie. The Planning Department has again contacted the surrounding Municipalities; the most restrictive bylawe (New Westminster and Coquitlam), limit the Gross Vehicle Weight of vehicles that can park in residential areas to 4500 kilograms; most Municipalities in the lower Mainland establish the limit at 5000 kilograms. It is our conclusion that the presentations made at the Public Hearing against the amendments were based on erroneous information; therefore, we recommend that Council proceed with the Bylaw without delay.
