It is recommended that he City of Port Coquitlam endorse the development of a Lower Mainland Municipal Master Speciticarion for the purpose of tendering Municipal Projects; 2. That $3,500.00 be allocated from the Public Works Administrarion account of the general fund for this purpose. Background & Discussion: The project to develop lower mainland Municipal Specifications is being coordinated by the B.C, Association of Proressional Engineers. Attached is a faximile transmission received on December 3, 1990 which describes the details of the propran. Also attached is a description of the National ‘Master Specifications. The City of Port Coquitlam, like most other Municipalities in the lower mainland, has developed its own tender documents for engineering projects like roads, sewers, and Watermains. These tender documents are typically based on cumbersome Legal language. As a result, these documents are difficult for Municipalities to prepare, read, and administer. Also, Contractors find it difficult to submit tendered bids and to construct projects based on the cumbersome specifications. It is therefore proposed to develop a common set of tendering documents for the lower mainland Municipalities based on “Natioual Master Specifications." The National Master Specifications is a proven tendering system used by both private and public organizations that are easy to prepare, administer, and which reduce legal exposures to Municipalities. ed 7 ia — gs ft Ze a I.R.
