From the Environmental Protection Committee, January 2nd, 1990 regarding
Hiring a Consultant to Establish a Recycling Program.

Moved by Alderman Wright:
Seconded by Alderman Kery.uk:

That the firm of Dayton and Knight Ltd. be hired to develop a recycling
program for the City in accordance with terms of reference approved by Council
on November 6th, 1989, at a cost not to exceed $12,000.00

And That uncommitted monies available in the recycling reserve fund,
estimated to be 13,900.00 to the end of 1989, be utilized to fund this work.

From the Environmental Protection Committee, January 2nd, 1990 regarding
Non Biodegradable Packaging Materials.

Moved by Alderman Wright:
Seconded by Alderman Keryluk:

That the City inform the elected officials of the Federal and Provincial
governments representing this area of our concern about the adverse
environmental impact of disposal of nonbiodegradable and nonrecyclable
packaging materials.

And That an article encouraging residents of the City to avoid purchasing
products which are packaged in non biodegradable or non recyclable materials
be included in the next issue of the City Newsletter.

From the City Clerk, January 2nd, 1990 regarding Latecomer Charge Waiver
Agreement for Genstar Phase 8B, Palisade Crescent.

Seconded by Alderman Gates:

At the request of and pursuant to the Agreement with Imasco Enterprises
Inc. dated the 19th day of December, 1989, BE IT RESOLVED that the works and
services described in the aforesaid Agreement and installed or to be installed
by the said Imasco Enterpris:: Inc. in connection with the development of the

lands described as:

New Westminster District, Plan

Portion of Lot 9, District Lots 232, 340, 341, and 344, Group Que
s i 5

are hereby conclusively deemed to be for the sole benefit of those lands and
that none of the cost of providing the said works and services shall
constitute "excess or extended services” as defined by Section 990 of the

Municipal Act.

AND THAT the aforesaid Agreement be and the same is hereby approved and
that the Mayor and City Clerk are authorized to sign the same on behalf of the

City and to affix the Corporate seal thereto.
