Background and Comments: lt was brought to the attention of the Committee that the Traffic Bytaw was unclear about what constituted legal use of a non truck route in the City. A truck driver had received a ticket for travelling on Coast Meridian Road, which is not a truck route, after leaving his overnight parking spot. The overnight parking spot was not in a residential area and therefore was fegal. The Traffic Bylaw only exempts vehicles making a "local service call" and the ReCoMeP. had Interpreted this as not applying to overnight parking. a The fundamental question fg whether the City wishes to prevent truck drivers from parking their vehicles in commercial zones that are not served by truck routes. If this the case, then it is best dealt with by chang-ing the parking regulations. If it is not the case, then trucks must be allowed access to these parking spots and should not be ticketed for belng off a truck route. [+t was the Committee's opinion that such parking should not be prohibited and therefore the Traffic Bylaw should be amended to allow vehicles to use non truck routes to get to any legal destination within the City. bk ie Fee!
