RECOMMENDATION: That Stevenson Kellogg Ernst and Whinney (SKEW) be retained to assist The City in the replacement of our existing mini-computer system with the costs to come from the City's computer reserve. BACKGROUND & COMMENTS: In February 1986 we received a report from Thorne Stevenson & Kellogg (now Stevenson Kellogg Emst and Whinney) which stated that the “solution to the City's information processing requirments can only be satisfied through the implementation of a more functional computer system". The assistance to be provided by SKEW at this time would be to: ~ Define our computer systems requitements. The purpose of this phase is to define our current and future computer system requirements. These requirements will be used to evaluate the various vendor systems. Prepare and issue a request for proposal (REP) for new computer hardware and software from qualified system vendors. Vendor evaluation and selection. The purpose of this phase is to review the responses to the RFP and recommend suppliers of hardware and software. Providing assistance during installation of the system until the new system is operating satisfactorily. The cost of the first three phases will be $28,100 with the last phase to be on a per diem rate. These consultant fees are viewed as being comparable with Architect or Professional Engineers fees in that SKEW will be designing a major capital acquisition. continued page 2..
