August 3rd, 1976 Engineer, in his report, further advised that the R.C.M.P. have suggested an amendment to the Parks Control By-law with regard to the closing hour for parks (i.e. 11:00 p.m. instead of midnight) and further that more Signs be placed jn the parks. Additionally, the Parks Superintendent advises the cost of providing a dog patrol would be $11.00 per hour. Moved by Alderman Ranger: Parks Closure Reg. Seconded by Alderman Keryluk: That the Parks Control By-law be amended to require all City Parks to be closed at 11:00 p.m. Carried. Prior to the question being called on the foregoing resolution, discussion ensued during which Alderman Ranger agreed to change his original suggestion of a 10:00 p.m. closing hour to 11:00 p.m. as it became apparent during the discussion the later hour may be more practical, and he futher noted that he felt it was essential that the Council give the R.C.M.P. something definite to enforce. Alderman Keryluk referred to the Parks Superintendent's report and the marked increase in the cost of vandalism and requested that the City Administrator investigate the ery possibility of a park patrol after 10:00 p.m. as the cost of a man and Nesmest dog patrol (at the reported $11.00) would be, he felt, money well spent if it curbed the amount of vandalism which has cost in the neighbourhood of $35,000.00 in the past 18 months. Alderman Laking suggested that some control. was definitely required felt that if the persons responsible were made to perform some form of community service as a means of restitution, it would make people more aware of the problem. Aiderman Traboulay noted that a 10:00 p.m. closing would be an inconvenience to those groups holding picnics, ete. during the summer months in the longer daylight hours. Alderman Mabbett suggested that as the R.C.M.P. had suggested 11:00 p.m., and they were more aware of the current conditions, their recommendation should be accepted. Addtionally, he suggested that the Public Works Committee review the possibility of installing steel gates and locks on parks such as Lion's Park and others and the method of having these gates properly locked each night. Mayor Campbell noted that the District of Surrey was showing a marked improvement in the vandalism problem since the instigation of park patrols.
