Carried. Bldg.& Prot.Comm. re amend. of Bldg. j B/L to include : Farm Bldg.Code From the Building and Protection Committee, July 29th, 1976 with respect to a provision to include portions of the Farm Building Code in the City's Building By-law and making the following recommendation. "The Farm Building Code form part of the Building By-law of Port Coquitlam. The entire Farm Building Code be adopted and thereby become the By-law governing farm building construction." Alderman Mabbett advised that there was a delegation present that wished to be recognized in order that they might speak on the matter and Alderman Keryluk requested that, as he was in receipt of some new information on the subject, permission for the delegation to address Council be withheld until such time as he had apprised the Council of his findings. Moved by Alderman Keryluk: Seconded by Alderman Ranger: That as recommended by the Building and Protection Committee it its report of July 29th, 1976, the Farm Building Code form part of the Building By-law of Port Coquitlam; AND THAT the entire Farm Building Code be adopted and thereby become the By-law governing farm building construction. Prier to the question being called, a lengthy discussion ensued during which Alderman Keryluk briefly outlined the progress of the proposal since its introduction to Council in October, 1975, to date and then advised that late today he had been advised that, contrary to what the Committee had been led to believe, the regulations are such that in terms of responsibility with regard to anything that may be built on farms, if the City has any kind of regulations whatsoever, the City may become responsible; if however, no regulations exist, no responsibility can be brought to bear on the City of Port Coquitlam. The City Clerk cencurred with this interpretation, however, advised that for a definite definitive confirmation of this proposition, the Council should consult the City Solicitor. Alderman Ranger suggested that the Council has a moral responsibility to set a standard for everything built in the City.
